Unless you're able to contact the buyer to obtain a copy from them, if you didn't keep one for yourself, you certainly can't conjure one out of thin air. You may have to approach your state from the perspective of not having a bill of sale.
The best you could probably do would be to provide a copy of the signed title (if you made one of those) or your banking records that may show the cash you deposited or, even better, the check the buyer used to pay you for the vehicle.
You can otherwise provide a sworn affidavit or legal equivalent to your state attesting that the vehicle is no longer yours. You may not be able to waive any liabilities incurred to date, but you can help mitigate any further penalties from the date you resolve the matter with your state forward.

But if it is simply the result of converting a Receivable to a Note, I would classify it as Operating, similar to Accounts Recv.
